谈我国城市土地用途管制
摘要
土地用途管制制度是政府采取的最严格的土地管理制度，是政府为了保障全社会的整体利益和长远利益，消除土地利用中的各种非理性现象，处理好土地利用中的各种矛盾，保证土地资源的可持续利用而采取的一种公共干预措施。
