“两高一资”行业向新疆转移的原因分析及对策建议

Cause Analysis and Countermeasures and Suggestions on Heavy-energy-consumption,Heavy-pollution and Resource-related Industry Transform to Xinjiang

随着西部大开发战略的深入实施、国家对新疆经济扶持力度的加大和中东部产业结构升级的需要,一些"两高一资"和产能过剩行业出现了向新疆转移的态势。究其原因,主要是因为煤、电等基础能源的价格过低,各地在招商引资中给予企业的优惠政策太多,跨越式发展缺乏明确的路径设计,以及特殊体制和审批权限下放导致新疆存在多元管理主体等。而要遏制"两高一资"和产能过剩行业向新疆转移,就必须从控制煤、电等能源开发规模,推进主要矿产资源税费改革,优化经济发展路径,严格项目准入控制,健全兵地协调机制等方面入手。

With the deepening of the western development strategy implementation,and state support to Xinjiang economy increase and the needs of the upgrading of industrial structure of Middle East,some＂heavy-energy-consumption,heavy-pollution and resource-related＂and appeared to Xinjiang in industries with excess capacity. Investigate its reason,mainly because of the price of coal,electricity and other basic energy is too low,given to enterprises in the investment promotion and capital introduction policy around too much,a lack of clear leap-forward development path design,as well as special system and approval right down to the Xinjiang exist multiple management main body, etc. And to curb the ＂ heavy-energy-consumption,heavy-pollution and resource-related ＂and transform to Xinjiang in industries with excess capacity,must be from the control scale of coal,electricity and other energy development,promote the main mineral resources tax and fee reform,optimize economic development path,strict access control project,improve the coordination mechanism of soldiers.
