发展新型农村合作医疗大病保险中的利益相关者分析

Stakeholder Analysis on Critical Illness Insurance in New Rural Cooperative Medical System

目的:发展新农合大病保险是政府提高重特大疾病保障水平,健全新农合多层次医疗保障体系的重要举措。但是,此项工作对于各地主管部门而言属于新型的运作模式,需要为决策提供参考。方法:通过利益相关者分析法、对新农合大病保险中涉及到的利益主体—政府、商业保险公司、农民进行分析。结论:发展新农合大病保险,主要涉及到利益相关者是政府和商业保险公司。而政府和商业保险公司的合作过程其实是利益的博弈过程。政府需要设定合理的政策措施,引导大病保险健康发展。

Objective Developing New Rural Cooperative Medical System（ NCMS） critical illness insurance is not only essential for establishing multi-level medical security system but also very important for the implementation of the NCMS. However,few research efforts have been devoted to this field. And the operation model is new for the government. Therefore,decision support should be provided for the government. Methods Stakeholder analysis method is applied to deduce the goals of different participants in the operation,including the government,commercial insurance companies as well as the farmers. Conclusions The government,commercial insurance companies are key players in the NCMS critical illness insurance. The game theory fits for the cooperation of the two players. Therefore,the government should set up rational policy based on game theory so as to guide the commercial insurance companies.
