为减少工程建设过程中概算超估算、预算超概算、决算超预算的"三超"现象,本文基于工程造价管理中的主要问题,分别从可行性研究阶段、建设决策阶段、设计阶段、实施阶段等几个维度探讨加强工程造价控制的有效对策。

To reduce the phenomenon of financial estimation exceeding budget, budget exceeding financial estimation and final accounts exceeding budget, this paper discusses the effective measures to strengthen the project cost control based on the main problems in project cost management from the feasibility study stage, construction decision-making phase, design phase and implementation phase.
