中原经济区建设视阈下河南省人力资源现状及人才开发路径探析

Analysis of the Route to Human Resources Development of Henan Province in the Central Plains Economic Zone Construction

加快中原经济区建设,推动河南经济社会快速发展,急需一大批创新型、高技能专门人才和复合型人才。当前,河南省人力资源虽总量大,但质量不高,开发不足,利用率低,结构分布也不合理。对此,应创新人才选拔机制;同时,提升教育水平,促进人力资源结构优化升级。应重点开发农村人力资源,还要以优惠政策吸引海内外高层次人才来河南发展。总之,应采取有效措施,促进河南省人力资源特别是人才资源开发,充分发挥人力资源在河南经济社会各领域中的关键作用,为建设中原经济区、促进中部崛起注入强劲动力。

To accelerate the construction of Central Plains Economic Area,and to promote the development of economy and society in Henan,we need a batch of specialized personnel and inter-disciplinary talents. However the current human resources in Henan prov-ince are abundant,but low-quality and the level of development and utilization is low. Also the structure distribution is not reasona-ble. This paper puts forward the corresponding countermeasures,including innovating the personnel development mechanism innova-tion,upgrading human resource structure led by the market,improving the level of education,fully developing rural human resource, and opening up to attract high-level talents at home and abroad. Thus we can promote the development of human resources,give full play to the key role of human resources in Henanˊs social and economic constructions,and provide strong impetus for the construction of Central Plains Economic Area and Rise of Central China.
