A Comparative Study of Purchase Service Mechanism of Government:an Example of Four Municipalities Directly under the Central Government

我国四直辖市结合自身实际情况,在实践中探索出了具有地方特色的政府购买服务模式。从政府购买服务的购买者、承接者、使用者、评估者四个主体,以及"向谁买"、"买什么"、"怎么买"、"如何管"的四个环节来考察。创新政府购买公共服务机制的未来取向,主要为建立承接者审查标准和进入、退出机制,转变政府治理理念和政府角色,从立法和制度层面完善政府购买公共服务的政策体系,完善政府购买公共服务的监管和评估机制。

Under the guidance of the spirit of the Eighteenth National Congress of the CPC, our four municipalities combined with their own actual situation, in practice explored with local characteristics of the government purchase service mode. The purchase of services from government buyers, to undertake, user evaluation, four main, and ＂who to buy＂, ＂what to buy＂, ＂how to buy＂, ＂how to manage＂ four links to study, future oriented innovation mechanism for government purchases of public services, mainly for the review standards established to undertake and enter, exit mechanism, the transformation of government management concept and the role of government, improve the policy system of government purchasing public services from the legislative and institutional level, perfect the government purchases of public services, supervision and evaluation mechanism.
