伴随着生态环境的变化和理论研究的精细化、深入化,与外生态型政府相比,内生态型政府兼具人与自然和谐发展及政府生态化重塑的双重功能,追求五位一体的生态理念,进而实现政府善治的目标。而要实现这种由"外"向"内"思维路径的根本性转变,必须确定五位一体、生态优先的治理战略,网络治理、合作治理的治理理念,垂直化和扁平化相结合治理结构,政府主导、多元参与的治理体制,生态服务、生态管理的治理风格,唯才是举、德才并重的用人机制,以及电子政务、人本服务的创新技术。

Along with the change of ecological environment and theory research of refinement, in-depth, compared with the ecological government, the inner ecological government has double functions of ecology to reshape the harmonious development of human and nature and the government, and the pursuit of the five integrated ecological concept, achieving the government＇s target of good governance. In order to realize this from the ＂outside＂ to the ＂within＂ the fundamental shift of thinking path,we must determine the five in one, the governing ideas of ecological priority, the management of network management, cooperation management strategy, vertical and flat combination of governance structure, the combination of government leading, multi participation management system, ecosystem service, ecological management style of governance, a meritocracy, pay equal attention to both ability and political integrity of choose and employ persons mechanism, innovative technology and e-government, humanistic service.
