摘要
分配制度改革是人事管理制度改革和大学管理体制改革的重中之重,涉及高等学校全体工作人员的切身利益。高等学校的校院二级管理制度中对二级分配管理正在进行积极的探索。随着绩效工资的实施,二级分配制度将承载更多的管理、调节和激励功能。规范高等学校内部的分配行为,需要科学地制定分配制度,并且督促其有效实施。以此推动高等学校的人事制度改革,推进高等学校的发展,促进现代大学制度的建立。本文以上海地方高校为例,进行了一些探讨。
The distribution system reform is the top priority in the personnel management reform and the university management reform, which involves in the vital interests of the entire staff in colleges and universities. The two-stage management is engaged in active exploration in the secondary distribution management system. With the implementation of merit pay system, the sec-ondary distribution system will carry more management, regula-tion and incentive functions. To standardize the internal distribu-tion behavioral norms in colleges and universities, we need a sci-entific distribution system and to supervise its effective imple-mentation. So it can promote the personnel system reform, ad-vance the development of colleges and universities and improve the establishment of the modern university system. Based on Shanghai local universities, this paper will carry out some dis-cussions.
