摘要在可以预见的未来，北极将会成为地球上第一个由于气候变暖而具有重大战略价值的地理区域，对环境保护、经济开发、极地科考和国际安全等国际事务影响巨大。北极海冰的持续融化与北冰洋航道，特别是东北航道全线开通的愿景，使得北极地区成为德国新的战略焦点。
