农村中小企业发展转型是调整农村产业结构,提升农村产业竞争力,建设社会主义新农村,振兴农村经济的战略性举措。该研究深入剖析了农村中小企业转型的内涵,从经济学视角对农村中小企业转型政策的必要性作了全面分析。并指出农村中小企业政策需要构建一种长效机制,通过政策引导借力大型企业和集群式发展,培育农村中小企业核心竞争力,实现农村中小企业发展转型。

The development of rural small and medium-sized enterprise transformation contributes to the adjustment of rural industrial structure and promotes the countryside industrial competitiveness,at the same time,it also is a strategic measurement building a new socialist countryside and revitalizing the rural economy.This paper analyzes the connotation of the small and medium-sized enterprise reforming rural areas and makes a comprehensive analysis on the rural small and medium-sized enterprise reforming necessity of policy from the perspective of economics.The paper points out that rural small and medium-sized enterprises development policy should be based on the long-term mechanism guiding to cooperate with the large enterprises and development through cluster development model.By the way,that fosters the core competitiveness of small and medium-sized enterprises in rural areas and realizes the transformation of the development of rural small and medium sized enterprises.
