The Expression of Social Vulnerable Groups Networking Interests: Risks and Countermeasures

随着互联网的普及,网络舆论获得前所未有的发展,由于网络舆论具有迥异于传统媒体的特殊优势,所以弱势群体十分倾向于使用这种方式进行利益表达,但是随着对这种方式认识的加深、网络推手的出现,民意出现了被工具化运用的迹象,网络舆论也因而出现了变质的倾向,并且网络舆论还存在威胁司法相对独立的风险,本文认为要发挥网络舆论"第四权力"的作用,首先需要遏制网络推手,净化网络舆论的运作空间,厘清网络舆论和传统行政渠道利益表达方式的关系,在保障司法公正、独立的同时,引导网络舆论,使之成为传统利益表达渠道的有效补充。

With the popularity of the Internet, the network public opinion get an unprecedented development. Due to the special advantage of network public opinion is different from the traditional media, the vulnerable groups are inclined to use this way to express their interests. However, with the deep understanding of this mode, the emergence of Internet marketer, public opinion appeared signs of instrument used by manipulator, the network public opinion also appeared the tendency of metamorphism, and exist the risk of network public opinion want to be independence. This paper argues that if want the network public opinion to play the role of 'the fourth power', first of all need to curb Internet marketer, purify the Internet operation space, clarify the relationship between network public opinion and the traditional administrative expression, meanwhile,to safeguard judicial justice and judicial independence and to guide public opinion in the network, make it become the effective complement for traditional interest expression channels.
