农村公共服务社会化改革再深化-湖北省＂以钱养事＂改革的观察和思考

Re-Deepening of Socialized Reform of Rural Public Services——Based on Observation and Consideration for Reform of "Funding Public Service" in Hubei Province

新世纪以来,以"以钱养事"为代表的农村公共服务社会化改革已经历时多年,但学界围绕着改革的理论基础、现实措施、改革绩效、推广价值等问题所进行的讨论却始终没有停止过。如今,农村经济社会的发展态势已不同以往,需要我们以新的视角和维度来重新审视农村公共服务社会化改革的发生逻辑和运作机理。回望改革历程,农村公共服务社会化改革在农村公共服务领域打破政府垄断、肯定市场价值、激发社会活力等方面的独特优势已得到充分展现,但在服务机制构建、服务政策落实、管理体制创新、物质基础夯实、治理结构完善等方面还存在诸多不足,需要通过从壮大服务主体、优化顶层设计、完善政策落实、营造发展环境、创新管理方式、夯实物质基础、规范组织治理、凝聚发展合力等方面深化改革,并进一步从立足服务主体多元化、培育农村公共服务社会化发展环境,立足服务行为市场化、理顺农村公共服务社会化管理体制,立足服务政策法制化、完善农村公共服务社会化制度规范,立足服务基础坚实化、加大农村公共服务社会化资金投入,立足服务组织规范化、激发农村公共服务社会化运转活力以及立足服务参与扩大化、凝聚农村公共服务社会化发展合力等方面采取措施。

Since 2000, the socialized reform of rural public services, with the phenomenon of 'funding public service' as an example, has put into practice for many years. However, the academic areas has never stopped the discussion about it, mainly focusing on the following aspects, such as the theoretical basis, practical measures, reform performance, promotional values, etc. Nowadays, the developing trend of rural economy and society has been different with ever before. So we need to reconsider the happening logic and operational system of the socialized reform of rural public services with new angles and dimensions. Looking back to the reform progress, the special advantages of the socialized reform of rural public services has fully presented in the following aspects, including breaking the government monopoly in the rural public services areas, affirming market value and inspiring social vitality, etc. But there still exist many deficiencies in the following aspects, consolidating material foundation and improving governance structure, etc. Therefore, it's necessary to deepen the reform as well as take measures in the following aspects, including expanding and varying service principal, optimizing top-level design, improving policy implementation, creating development environment marketing the service, innovating managing manners, consolidating strengthening material foundation, standardizing organizational governance, increasing the investment of socialization of rural public service and converging developing force, etc.
