北京在推进京津冀协同发展中应发挥核心引领带动作用

Give Full Play the Leading Role of Beijing in Promoting the Coordinated Development of Beijing,Tianjin and Hebei

从京津冀发展现实来看,北京"大城市病"的实质是在有限的空间里集中了过多的功能,只有功能疏解才是明智之举。北京城市功能疏解对区域产业、交通、生态、公共服务等布局必将产生深远影响,同时,也是北京实现产业升级和阶段跃升的最好时机。北京应从五个方面发挥对区域的核心引领带动作用:一是在"瘦身"中"强体",即通过功能疏解,突破发展瓶颈,更好地发挥首都核心功能;二是在区域合作中"增能",即提升北京的影响力和控制力;三是在"输出"中"带动",即通过产业技术的扩散转移,促进京津冀产业整合、布局优化、链接融合;四是构建科技与产业对接平台,探索资源整合、资本运营新模式,充分发挥北京科技引领作用;五是通过疏解部分行政性、事业性、服务性机构和社会公共服务功能,带动周边新城及河北大中小城市发展。

It is demonstrated by international experiences that the development from single city to metropolitan coordinatedregion taking one city as the center or city groups will be realized under the leading or guidance of regional core cities;the corecities will play their leading roles in regional development by industrial transfer,technological diffusion,intellectual support,regional service and innovation demonstration. At the same time,the process of function diffusion and leading is also the processof industrial upgrade and periodical leap. From the current situation of development in Beijing,Tianjin and Hebei,the essence ofBeijing＇s metropolis disaster is that there are so many functions centralized in the limited space;function decentralizing is the onlysmart solution for that. The decentralization of Beijing＇s functions will be of great significance for the arrangement of regionalindustries,transportation,ecological environment and public service;it is also the best opportunity for Beijing to realizeindustrial upgrade and periodical leap. Beijing should play its leading role in regional development from such five aspects as：first,＂being stronger＂ by ＂losing weight＂,namely making breakthrough of development and playing a better role by functiondecentralization;second,＂increasing energy＂ in regional cooperation,namely improving Beijing＇s capacity for influence andcontrol;third,＂leading＂ in ＂decentralizing＂,namely promoting the industrial integration,arrangement optimization and linkintegration of Beijing,Tianjin and Hebei;fourth,building the platform for science and technological and industrial exchange,exploring the new pattern of resources integration and capital management,and giving full play to the role of Beijing in leading thescience and technological development;and fifth,leading the development of neighbor cities by decentralizing some functions.
