京津冀协同发展战略下河北省产业布局分析——以临空产业为例

The Analysis on the Industrial Distribution of Hebei Province in the Background of the Coordinated Development Strategy of Beijing,Tianjin and Hebei——Taking Airport Economic Industries as the Example

京津冀协同发展战略的出台将京津冀三地的协同发展推到了新的历史阶段。京津冀的协同发展,实质上是产业的协同发展;京津冀的深度融合,实质上是产业的深度融合。在协同发展战略下,伴随着京冀交界处首都第二机场的开建,以具有明显航空指向性的临空产业为突破口,加快河北省临空产业布局,深化跨区域产业合理布局,助推三地一体化发展进程,具有非常重要的意义。考虑到河北省发展临空产业的现实基础及其在空港运载力、产业配套、环境、园区开发程度等方面存在的不足,为更好地推动河北省临空产业发展,一要研究城市新定位,着力打造正定空港城;二要建立空间新格局,实现错位发展齐奋进;三要实现产业新选择,依靠空港特色经济促转型;四要制定政策新措施,科学规划、强化扶持、深化改革、多管齐下。

The introduction of the coordinated development strategy of Beijing,Tianjin and Hebei drove the coordinateddevelopment in the three cities to a new historical period. the essence of the coordinated development of these three cities is theindustrial coordinated development;the essence of the deepened integration of these three cities is the deepened industrialintegration. with the coordinated development strategy and the building of the second capital airport located at the border ofBeijing,Tianjin and Hebei,taking airport economic industries as the break through point,accelerating the airport economicindustrial distribution in Hebei,deepening the rational inter- locational industrial distribution and promoting the integrateddevelopment of these three cities are of great significance. Considering the real foundation of Hebei in developing the airporteconomic industries and the deficiencies in other aspects,to better promote the airport economic industrial development in Hebei,we should,first,carry out research in the new positioning of this city and build the airport city of Zhengding;second,we shouldestablish the new spatial distribution and realize the dislocation and common development;third,we should realize the newindustrial choices and promote the economic transformation;fourth,we should formulate new policies and implement suchcountermeasures as scientific planning,strengthening support and deepening reform.
