权力清单制度是新时期中国共产党制度建设科学化的重要步骤,也是推进国家治理体系和治理能力现代化的重要举措,是党领导人民治理国家的制度回应。权力清单制度包括权力自身的基本属性、权力运行的基本轨迹和权力清单的边界特征等内涵。推行权力清单制度,一要强化权力配置制度建设,加强顶层设计,提高国家治理的制度化水平;二要强化权力运行制度建设,确保照单履权,提高国家治理的规范化水平;三要强化民众权利制度建设,突出制衡意识,提高国家治理的民主化水平;四要强化权力监督制度建设,构建问责机制,提高国家治理的科学化水平。

Serving as an important step in the scientific construction of Chinese communist system in the new period,the power list system is a significant measure to promote the modernization of state governance system and governance capacity,and is also an institutional response to the party's guiding people to govern the country. The power list system includes its basic attribute,the basic track of power operation,the boundary features of the power list,etc. In order to implement the power list system,we should do the following things:first,strengthen the construction of the power configuration system,strengthen the top-level design,and improve the standardization level of state governance; second,strengthen the construction of the power operating system to ensure that power is executed according to list and the standardization level of national governance is enhanced; third,strengthen the construction of the public rights system,emphasize the balance awareness and improve the democratic governance; fourth,strengthen the construction of the power supervision system,construct the accountability mechanism,and improve the scientific level of state governance.
