摘要
中国(上海)自由贸易试验区树立了"准入前国民待遇"和"负面清单"模式,具有经济与政治效应。经济效应将实现我国经济的深度发展、区域合作的新"风向标";政治效应则以制度改革为契机,实现简政放权,建立起符合国际标准的自贸区法律规范,以政治效应引领我国其他各地自由贸易区的制度建设。经济效应关联政治效应,有助于推动上海自贸区立法的示范作用,积极为培育国际化、市场化、法制化的营商环境提供保障。
： China （Shanghai） Pilot Free Trade Zone establishes the models of national treatment before access and negative list, having economic and political effects. Economic effect will help China to achieve deep economic development and new vane of regional cooperation; political effect takes institutional reform as the turning point, realizes streamline administration, establi- shes legal rules in the FTZ in accordance with international standards, and guides the institution- al construction of free trade zones in other regions.The correlation between economic and political effects is conducive to the advancement of demonstration role of the Shanghai FTZ and actively provides guarantee for the cultivation of an internationalized, market-oriented and rule-oriented business environment.
