The professional development value for head teachers involving in National Training Program determines curriculum, method and evaluation of this program. This study found the new circumstances, problems and experience that of the implementation process of the professional development value by making a summary of what had been done during the past 4 years, and focused on the gap between necessity and reality. Meanwhile, The professional development value for head teachers involving in the program has concentrated, demonstrated and sublimed： to broaden vision, to upgrade realm and to distill sentiment referred to a core value and breakthrough in its empiricism, intuition, thus, realized the regeneration of professional development value for head teachers involving in the pragram. And it was put into practice of head teachers all along so as to break through ＂national training＂ practice. Meanwhile, to extend the domain of the normal education and the professional career education throughout was to create a new generation head teachers team with the attributes of wide vision, high realm and rich sentiment.
