行业协会商会培育、管理存在的问题与对策

我国行业协会商会发展存在不少的困难和问题。从政府方面说,存在着政府职能转变不到位、支持不够充分、管理力量薄弱、法制保障滞后等问题;从行业协会商会方面说,存在着覆盖面低、结构失衡、组织活力不足、资金和人才匮乏等问题。针对这些问题必须突出重点,统筹解决。从解决政府及其工作人员的认识问题入手,健全相应法律法规和扶持优惠政策体系,提升制度执行力,同时,也要通过加强行业协会商会的自身建设来促进行业协会商会的壮大和健康发展。

In recent years,industry associations and chambers of commerce in China play an important role in economic and social development,which has obtained wide social recognition and attention. However,due to their under- development,making them to meet the needs of China＇s economic and social development still faces many difficulties and problems. From the aspects of government,there are problems such as the transformation of government functions is not in place,government support is insufficient,management strength is weak,legal protection lags behind etc.;From the aspects of industry association and chamber of commerce,problems also exist such as low coverage,unbalanced structure,lack of vitality,lack of funds and personnel support etc. To solve these problems,we must focus on key issues and seek an overall solution. We can start with increasing awareness of the issues in government and its staff,developing sound corresponding laws,regulations and supporting policies system,and improving the execution force of institution;at the same time,we also need strengthen the construction of industry associations and chambers of commerce themselves to promote their growing and healthy development.
