Virtual Social Policing Work in the Perspective of Thinking of Rule of Law

法治思维是指国家权力的行使者按照法治的逻辑来观察、分析和解决社会问题的思维方式。公安机关既是法治思维的首要践行者,又是社会法治思维形成的重要推动者,在开展虚拟社会警务工作中同样必须积极践行法治思维,从思想认识上准确把握法治思维的基本内涵,在具体执法活动中摒弃与法治思维相悖的观念与做法,坚持法律至上,推行程序公开,维护公平和正义,切实保障公民权利,扎实提升公安机关的涉网执法水平。

The thinking of rule of law refers to the adopt to observe, analyze and solve social problems in thinking mode which the state power executors accordance with the logic of rule of law. Public security organ is not only the first practitioner, but also an important promoter of the formation of thinking of rule of law. So the public security organ must actively put the thinking into practice in developing vir- tual social policing work, grasp accurately the basic connotation of the thinking of rule of law. In law en- forcement activities, the public security organ should abandon the ideas and practice inconsistent with the thinking of rule of law, adhere to the supremacy of law, promote procedure publication so as to maintain fairness and justice, earnestly guarantee the civil rights, improve the level of law enforcement involving network.
