粤港服务贸易自由化的难点及对策研究

The Research on the Difficulty and Countermeasures of Guangdong and Hong Kong Service Trade Liberalization

为推动落实国家"十二五"规划有关内地对香港基本实现服务贸易自由化的目标,广东省十一届三次全会审议通过了《中共广东省委贯彻落实〈中共中央关于全面深化改革若干重大问题的决定〉的意见》,明确提出了要在2014年底率先基本实现粤港服务贸易自由化。从现状看,粤港服务贸易自由化进展顺利,成绩斐然。但由于国家政策、社会制度、服务贸易发展水平等方面的影响,粤港服务贸易自由化还存在较多的难点。争取国家政策支持,加强制度设计,加快重点合作区建设,是推进粤港服务贸易自由化的关键。

In order to facilitate the basic implementation of China's Mainland and Hong Kong service trade liberalization goal in the national 12th five-year plan, it is explicitly proposed in the government decisions in the third plenary session of the 11th Guangdong province committee that Guangdong and Hong Kong service trade liberalization will be implemented firstly at the end of 2014. Now it is observed that Guangdong and Hong Kong service trade liberalization is going on well and remarkable achievements have been obtained. But there are still many difficulties in the progress because of the influence of national policies, social system and the level of service trade development, etc. So gaining the support of national policies, strengthening the design of social system and speeding up the construction of key cooperation zone is the key to promote the implementation of Guangdong and Hong Kong service trade liberalization.
