Deepening the reform in an all - round way and constructing of the ＂ Silk Road Economy Zone＂ as well as the great - leap - forward development of Xinjiang is important to the development of Xinjiang. It is up to the government to develop the Xinjiang＇s legal system construction, to offer supply for the institutional improvement and to provide stable and harmonious environment for the zone. The local legislature branches should offer the corresponding regulations for the construction of the zone.
