The thesis introduces engineering project pre-settlement management contents, analyzes engineering pre-settlement problems including imperfect management organization and imperfect incentive mechanism and so on, and puts forward solving strategies, such as improving incentive mechanism and strengthening engineering information control and so on, with a view to improve engineering pre-settlement management level.
