公共财政精细化管理设想

Study on Refined Management of Public Finances

针对我国目前存在的收入分配不公,特别是城乡收入差距过大的问题,提出了公共财政制度改革中进行精细化管理的创新思路,包括实现土地财政稳定可持续发展、充分体现公共利益,建立城乡基本公共服务均等化制度是公共财政向民生型财政转变的必然选择,优化财政转移支付制度的结构、确定合理的财政转移支付规模,从而带动经济发展,促进消费。

In view of injustice of income distribution, especially the large income gap between urban and rural areas, the idea of refined management was proposed for the reform of public finance management system. It is pointed out that sustainable development of land finance, priority of public interest, and developing the equalization system of urban and rural basic public services is an inevitable option for public finance’s shift to people’s livelihood-based finance. It can optimize the structure of the financial transfer payment system, and determine a reasonable financial transfer payment scale,thus boosting economic development, and promoting consumption.
