秘书监的出现,被认为是东汉官府藏书史上的头等大事。但秘书监又是在专门图书庋藏之所"东观"及专职馆员"校书郎"的基础上发展起来的,不可不辨。而东观、校书郎及秘书监的一系列建制,又跟以"通人"为职业准入标准的兰台令史以及"作经师"的博士转任校书和著述之职的人事变迁密不可分。毕竟,"人"才是一切藏书理论与实践的重中之重。
