钢铁出口对河北省碳排放的影响及对策

Influence of steel exports to carbon emissions of Hebei Province and the countermeasures

钢铁出口虽然对河北省经济贡献很大,但是钢铁生产带来的污染问题日益突出。河北省将钢铁大量出口到国外,却把污染留在了国内,环境保护与经济发展之间的矛盾日益激化。近年来,河北省成为全国雾霾最严重地区,治理大气污染已成为河北省亟待解决的问题。因此,研究钢铁出口对河北省碳排放的影响并为河北省治理大气污染提出针对性的对策,是该文研究的目的。在大量河北省钢铁出口与碳排放数据的基础上,运用格兰杰因果分析方法以及回归方法对钢铁出口与河北省碳排放进行了分析,结果发现二者之间存在紧密的因果关系,钢铁出口是河北省碳排放的格兰杰因。经过计量方法得出钢铁出口对碳排放的影响程度为钢铁出口每增加1%,带来的碳排放增加1.396%的结论。基于研究结论,从政府和企业层面提出了相应对策建议。

Steel exports has contributed a lot to the economy in Hebei Province,while iron and steel production pollution problem has been prominent.With steel exported to foreign countries,pollution becomes more and more serious in domestic.The contradiction between environmental protection and economic development is becoming more and more conspicuous.In recent years,Hebei has become the most serious area in haze.Controlling air pollution has become the urgent problem to Hebei Province.Therefore,researching on the influence of steel exports to carbon emission in Hebei Province and putting forward the countermeasures is the purpose of this research.Based on a large number of Hebei iron and steel exports and carbon emissions data,by using granger causality analysis and regression method,the steel exports and carbon emissions are analyzed,showing that there exists close causal relationship between them.The iron and steel exports are the granger cause of carbon emissions.Through the econometric methods,it is found that steel exports has an impact on carbon emissions.The result shows that when the steel exports increases by 1％,the carbon emissions will increase 1.396 ％.Based on the conclusion of this research,this article puts forward measures from the government and enterprise respect.
