Reflection on the Social Governance of Megalopolis

特大城市的社会治理面临特殊的困难和挑战。从治理主体的角度来看,需要转变过去管理至上的观念,调整货币治理模式;逐步改变强调社会控制而忽视社会参与的观点,积极培育社会组织,使之成为完善治道的合作伙伴;夯实社区治理这一基础,为社会治理立定微观的柱石;杜绝运动化治理,专注于探索长治久安之道。

The social governance of megalopolis is confronted with difficulties and challenges. From the perspective of social governance, the conception of putting administration first should be dropped, the practice of ＂ monetizing governance＂ adjusted, the sole emphasis on social control gradually relaxed and social participation promoted. Meanwhile, Foundation should be laid by consolidating the basis of community governance. Governance in the mode of interim campaign must be eliminated and the way to long-term stability must be explored.
