Brief Review on the Local Economic Construction Bonds of Jiangxi Province in 1960

新中国成立初期特别是"大跃进"时期的地方公债在国家经济发展过程中扮演着重要角色。1960年江西省地方经济建设公债就是在"大跃进"形势下,根据中央停止发行全国性经济建设公债,改由各省、自治区、直辖市根据需要发行短期地方公债的指示精神而发行的。它的发行,反映了这一时期国内经济建设情况以及国家财政体制的相应变化;公债发行中的政治动员,反映了新民主主义革命以来人民政权的公债发行方式的相似性;公债按期全部偿还,在一定程度上反映了国民经济调整后江西省财政经济状况的好转。

Local bonds played an important role in the national development process in the early of New China,especially in the period of 'the Great Leap Forward'.The issue of local economic construction bonds of Jiangxi province was based on the facts that the central government stopped issuing national economic construction bonds and changed to issue short-term local bonds according to the requirement by the provinces,autonomous regions and municipalities directly under the situation of 'the Great Leap Forward'.Its issue reflected domestic economic construction situation and corresponding changes of national financial institutions during 'the Great Leap Forward';political mobilization during bonds issue reflected the similarity of bonds issue ways by revolutionary regime since the new-democratic revolution period;bonds fully repaid on schedule reflected the improved financial and economic situations in Jiangxi Province after the national economy adjustment to a certain extent.
