广佛两地医院推广实施中药“相对零库存”优化管理研究

Optimized management of relative null stock on traditional Chinese medicine in Guangfo area

目的推广中药饮片实施"相对零库存"优化管理,提高医院中药药事管理水平。方法选取广州市中医医院、广东省第二中医院、广东药学院附属第一医院、佛山市顺德区第一人民医院、佛山市顺德区中医院共5家医院,自2013年1月至2013年12月,以中药库存周转率、平均周转天数、退货率与资金占用率为考察指标,优化中药存储功能配置,加强项目实施人员的规范化培训,完善相关药品信息管理系统,强化对饮片供应商的遴选和评价机制,研究实施"相对零库存"后的效果。结果实施中药"相对零库存"管理后,药品库存周转率明显提高,平均周转天数、退货率与资金占用率降低。结论广佛两地5家医院推广实施中药"相对零库存"的优化管理后,中药库存积压减少,药品周转显著加快、质量得到改善,建立起供销一体化的中药配送协作体系,医院的运营成本得到进一步降低。

Objective To implement the optimized management of relative null stock on traditional Chinese medicine （TCM） decoction pieces for improving the TCM pharmaceutical management.Methods Guangzhou Hospital of Traditional Chinese Medicine,the Second Traditional Chinese Medicine Hospital of Guangdong Province,the First Affiliated Hospital of Guangdong Pharmaceutical University,the First People＇s Hospital of Shunde,the First Affiliated Hospital of Guangdong Pharmaceutical University and Hospital of Traditional Chinese Medicine of Foshan were selected for study of relative null stock from January 2013 to December 2013,which used the turnover of TCM,average turnover time and rate of returns as indexes,including optimizing resources with storage capabilities on TCM,strengthening standardized training of the operators,improving pharmaceutical management information system and optimizing selection and evaluation of suppliers.Results The relative null stock model accelerated the turnover of TCM markedly and reduced the average turnover times,rate of returns and occupation of fund and space.Conclusion The relative null stock model may reduce the quantity of dead inventory,accelerate the turnover of TCM,improve quality and establish a supply and marketing integration system,which further reduces the operating cost.
