The development of the market economy and the demand of the societys recruiting and employing system bring the academic evaluation up to an unprecedented height,and make the development from the qualitative evaluation to the quantitative evaluation,and then evolve into the number superstition,which leads to the re-alienation of the academic evaluation and the slippage of the quality of the academic publishing.The only way to eliminate the academic alienation,to improve the quality of academic publishing is to insist on the combination of the qualitative evaluation and the quantitative evaluation,implement the mass appraisal on the basis of small peer,to establish the mechanism of the unit academic evaluation and the information open system of the academic evaluation,which can provide a good basis and free social and cultural environment for building a fair and rational academic appreciation mechanism and improving the quality of academic publishing.
