摘要
介绍低速电动汽车的产业发展现状，提出实现市场对资源配置的决定性作用，促进资源配置效率提高，要求政府为低速电动车市场配置资源提供必备的基础条件，维护公平竞争的市场秩序，促进电动汽车产业多元化发展。欧美等发达国家针对低速电动车制定的管理措施为我国提供3点启示：（1）实施分类管理；（2）建立技术标准；（3）完善监管机制。
The development of low speed electric vehicle industry in China ＆ abroad is analyzed and the decisive role of market resources allocation is discussed. To improve the efficiency of resource allocation, maintain the fair competition of market and promote the diversified development of electric vehicle industry, government needs to provide necessary conditions for market resource allocation of low speed electric vehicle. According to Europe, United States and other developed countries, inspirations for Chinas development of low speed electric vehicle industry have three aspects： （1） implement classified management; （2） establish technical standard; （3） perfect supervision mechanism.
