我国核应急能力评估体系建设探讨

Discussion on establishment of assessment system of nuclear emergency capacity in China

目前我国已经形成了较完善的核应急组织管理体系,各级核应急组织在相关法规标准的指导下,具备了相应的核应急能力,但如何对各级组织的核应急能力进行有效评估,完善和优化各级应急能力建设是一个迫切需要解决的问题。目前国内外在核应急能力评估方面的研究较少,为了完善我国核应急能力建设,重点讨论了我国核应急能力评估体系的构建,并对评估指标体系的建立方式和评估方法等问题进行了初步探讨。

The organization and management system of nuclear emergency has been founded and all organizations have had the capacity of nuclear emergency,following the laws and regulations in China. But what the capacity is and how to appraise the emergency capacity have became very important issues. This article discussed on the establishment of assessment system of nuclear emergency capacity. The suggested index and method were present.
