城市交通“灰色违规”驾驶行为初探

摘要 在城市道路交通系统中,驾驶人在有限交通管理资源难以兼顾的重点领域之外的"灰色地带",违反国家交通法规的驾驶行为,称为城市交通"灰色违规"驾驶行为。"灰色违规"驾驶行为已成为影响交通安全的重要因素,对其进行剖析具有重要意义。文中对"灰色违规"驾驶行为内涵进行界定,通过调查问卷分析提出应对"灰色违规"驾驶行为的对策框架。以国内外不同城市及不同车型的随意变更车道为案例,研究结果表明:随意变更车道行为的发生与车辆类型与道路交通状况关系密切,并且,该行为严重妨碍城市道路交通运行秩序,影响道路通行效率,降低道路交通安全水平。因此,建议我国在实施严格交通执法的同时,完善违规驾驶行为的科学应对体系,有效构建我国的安全教育体系。 “Gray violation”is defined as driving behaviors that are minor violations of traffic regulations but difficult to be controlled and monitored due to the insufficiency of traffic management resources in urban traffic systems. A. com- prehensive analysis of “gray violation” is crucial with its significant impact on road safety. This paper defines the concept of “gray violation”, and recommends a set of countermeasures based on the results from a driver behavior survey. Taking arbitrary lane changing as a case study, driver behaviors are compared among different cities in China and overseas. Re- suits show that arbitrary lane changing has a positive relationship with certain types of vehicles and traffic conditions. It presents a serious threat to the operation of the urban traffic systems, and reduces efficiency and safety. This paper sug- gests that traffic enforcement should be enhanced, a response system of “gray violation” should be developed, and an ef- fective safety education channel should be established.
