随着改革的深化,国家、市场和社会治理的三个领域均产生了不少问题。国家治理在政治、经济和社会三个方面反映出来的弊端,源于国家—市场—社会"发展三角"的失衡。"推进国家治理体系和治理能力现代化"改革总目标的提出,鼓舞人心,意味着我国现代化事业又一次站在了新的历史起点上。在全面深化改革总目标下,改革开放以来逐步形成的国家发展型治理模式,应逐步转向"大协商"的现代治理模式。推进国家治理模式转型,走出一条国家、市场和社会共同协调、协同和协作的协商民主道路,关乎全面深化改革总目标能否实现,关乎民族复兴的中国梦能否实现。

This paper thinks that under the overall goal of deepening reform comprehensively, the development-based governance model gradually formed since the reform and opening up should transition to the modern governance model of ＂grand deliberation＂. Transforming national governance model and implementing deliberative democracy where the state, market and society maintain a coordinative and cooperative relationship among themselves have a bearing on whether the overall goal of deepening reform comprehensively can be attained and whether the Chinese dream of national rejuvenation will be realized.
