基层群众自治视野下的村级权力调控制度创新——浙江省武义县后陈村村务监督委员会制度调查1

The System Innovation of Village-leveled Power Regulation under the Vision of Rural Grass-roots Self-governance——A Survey on the Village Affair Supervising Committee System in Houchen Village of Wuyi County in Zhejiang Province

后陈村首创的村务监督委员会制度是一项旨在应对乡村治理中的权力失控及其导致的治理危机所做的"需求—回应"型创新。其核心内容主要表现为分权制约、过程监督、制度规范、信息沟通,由此促进农村基层社会的协同共治。其实质是建构了一种以控制为主、协调为辅,控制与协调相结合的复合型权力管理结构,形成了制约、监督、沟通三位一体的权力运行机制,创造了村级治理权力调控的新模式。在未来发展中,必须坚持基层群众自治原则,推动村务监督委员会制度的再创新,进一步突出村级权力调控的农村基层社会特点,凸现村级权力调控的群众性,彰显村级治理制度创新的自主性。

The village affair supervising committee system, pioneered by Houchen Village, is a“demand—response” innova-tion designed to cope with the problems such as power out of control and the coming governance crisis in rural grass-roots socie-ty.It promotes collaborative work in rural grass-roots society with a core content of decentralized restriction, process supervi-sion, system specification, information communication, and etc.In fact, it constructs a kind of hybrid power structure, which gives priority to control while coordination is complementary, resulting in the integration of both control and coordination.In-deed, it is a new type of rural grass-roots governance power control mode with a trinity power operation mechanism of restric-tion, supervision and communication.It is admitted that we should stick to the principle of the grass-roots autonomy and pro-mote the renovation of village committee system in future development.In this way, it is possible for us to further highlight the rural grass-roots social characteristics of village-leveled power regulation, focus on the mass-orientedness of village-leveled pow-er regulation, and strengthen the autonomy of the village governance system innovation.
