入世与我国科技政策调整

The Research on Chinese Entering WTO and the Adjustment of Chinese Policies of Science and Te chnology

由于加入WTO后受《补贴与反补贴措施协议》等条款的限制,我国科技投入方式和水平将受到影响,中国应如何调整科技政策,最终推动科技和产业技术进步。对照WTO有关条款和整体导向,分析中国科技投入现状与WTO有关条款冲突的领域、程度、性质等,明确政策调整的总体思路,并制定相应的、有效的对策措施。本文将从各国R&D经费投入结构的比较分析入手,判别中国现阶段科技投入结构及科技政策的合理性及其与WTO条款的冲突性质,并提出科技政策调整的基本思路。

Chinese government must get to work a t once to adjust the active S&T policies and project system.Studies must be conducted on how to ad just current policies according to WTO' s regulations concerned,so that the government can make the most of S&T in vestment in accelerating developme nt in industries and S&T.The pre-condition for countermeasure is analysis on the domain,degree and chara cter of conflicts between Chinese gu idelines and policies on S&T investment and WT O' s regulations concerned so as to adju st and formulate relevant and ef-ficient countermeasure.The paper makes a comparison on some countries' gross and structure of S&T investmen t and finds the characteristic of conf licts.In conclusion the paper puts f orward a basic principle and strateg ies as a whole when adjusting the policies co ncerned.
