对教育部首批核准的六所大学章程分析与建议

Analysis and Suggesgion of the Six University Charters First Approved by the Ministry of Education

对教育部首批核准的我国六所大学章程进行了文本分析,指出其在构建较完善的高校治理结构体系、回应现代大学制度建设要求、彰显学校办学与管理特色、保障学术自由精神等方面取得的成就。同时,章程内容仍需进一步完善,章程可操作性需进一步增强。加强大学章程建设,大学自身要切实提高对章程重要性的认识,认真对待、自觉充实、完善章程文本,使其成为依章治校、依法治校的有力保证;要以建设现代大学制度为契机推动大学章程建设;认识到章程建设始终是一项长期的工作,需要经过在实践中不断检验、修正、完善的过程,对此必须抱之以认真严谨和持之以恒的心态。

The present article shows what the university charters have achieved in establishing the relative sound structure of university governance,responding to the requirement of constructing the modern university institution,showing the school-running features and the distinctive characteristics of management,as well as guaranteeing the spirit of academic freedom by analyzing the texts of the six university charters first approved by the Ministry of Education of China.At the same time,it points out that the content and the operability of the charters should be further improved.To strengthen the construction of university charters,the school itself should achieve fuller understanding of the importance of the charters,enrich and improve the text by taking it seriously,thus rendering it a guarantee of rule by regulations and law.We should take the construction of modern university institution as the opportunity to promote the formulation of university charters and adopt a serious and persistent attitude towards it as it is a long-term task which requires constant test,revision,re-test and improvement of the charters.
