This paper begins with university library improving social service ability and bases on the professional knowledge of subject librarian. It aims to offer service for creativity and development to the science and technology-oriented mid- and small-scale enterprises so as to fulfill their desire for professional knowledge as well as improve the social utility rate of the informational sources of university library and produce good and harmonious social benefits and promote the equalization of social information
