城市新区容积率控制阈值探讨——以居住和商业用地为例 被引量:2

摘要 容积率控制阈值的研究是为了在控制性详细规划编制过程中能更好地协调城市开发建设与社会环境效益,从而有效保障新区土地开发强度。文章在对国内容积率确定方法的相关研究进行梳理和分析的基础上,运用成本收益法预测容积率下限,并用日照标准、公共绿地、交通疏散等约束指标对容积率上限进行求算,最后以城市设计要求对容积率控制阈值进行修正。研究初步构建了基于经济、社会、环境三者综合效益的容积率确定方法体系,其所探讨的容积率控制阈值是一个区间值,具有较强的灵活性和可操作性,对规范城市规划管理,形成良好的社会、经济和环境效益具有重要意义。 The study of the floor area ratio (FAR) control threshold can better coordinate urban development and construction and the social environment benefit in the process of the regulatory plan, and thereby guarantee the development intensity control in new urban district. This paper analyzed the domestic research on FAR first, then measured the lower control limit and upper control limit of floor area ratio in applying the cost-benefit method, insolation standard, public green area, traffic evacuation and other constraint index, at last revised the index according to the request of urban design. This study proposed a method which is consolidated social, economic and environmental benefits, and the FAR is an interval value and has flexibility and operability, and that would be great significance to standardize urban planning administration and form a good social, economic and environmental benefits.
