互联网时代的来临,从根本上改变了传统的信息传播、储存和获取方式,传统知识自由的核心价值和内涵面临前所未有的冲击和挑战。在知识自由的规制领域,旧的规则体系被打破,新的规则体系将被建立。这个规制体系的前沿应该是图书馆的网络防火墙,它的背后应该是事后追惩法规体系。

With the advent of the Internet era, the traditional way of information communication,storage and access has been fundamentally altered, and the core value and connotation of traditional Intellectual freedom has been confronted with unprecedented challenge. Here comes the information revolution as well as the social revolution. In the realm of regulation of knowledge exchange, the old system of rules has been broken and the new one is about to be set up. This new system should be guaranteed by the development of the network firewall of libraries, and the system of punishment after the event.
