2011—2013年深圳市职业健康监护工作情况的回顾性分析

Retrospective analysis of occupational health surveillance in Shenzhen City from 2011-2013

目的回顾深圳市2011—2013年职业健康监护工作的开展情况,并提出针对性的发展建议。方法采用横断面研究方法对该市各职业健康监护机构进行现况调查。结果截止到2013年底,全市各辖区承担职业健康监护的机构共有23家,从事职业健康监护的专职人员为261人。2011—2013年,全市职业健康监护企业数、人数和收入均呈先升后降趋势,而职业禁忌证检出人数和检出率、疑似职业病检出人数均呈现逐年上升趋势;全市在岗期间定期职业健康监护的企业数、企业覆盖率和职业健康监护工人数、工人覆盖率均呈现逐年上升趋势,但企业覆盖率仍有较大提升空间。结论 2011—2013年,深圳市职业健康监护工作取得了明显的进步,但由于职业病防治工作现状的严峻,全市各级职业健康监护机构应加强机构能力建设,加大职业健康教育宣传力度,推进与卫生监督部门的联合执法联动机制,以保证该市职业健康监护工作更规范地开展。

[Objective]To carry out a retrospective analysis of occupational health surveillance in Shenzhen City from 2011-2013,put forward the targeted development suggestions. [Methods]The cross-sectional study was used to investigate the occupational health surveillance institutions in Shenzhen City. [Results]By the end of 2013,there were a total of 23 occupational health surveillance institutions in Shenzhen City,and 261 people were engaged in occupational health surveillance. The number of enterprises and employees that received the occupational health surveillance,and their income increased at first and then decreased during2011-2013,while number of occupational contraindication cases,detection rate of occupational contraindications,and number of suspected occupational disease cases increased gradually. The number of enterprises that regularly received the occupational health surveillance,coverage rate of enterprises,number of employees received the occupational health surveillance,and coverage rate of employees increased year by year, however, there were large room for improvement in the coverage rate of enterprises.[Conclusion]During 2011-2013,the occupational health surveillance has made great progress in Shenzhen City. Nevertheless,due to the grim situation of occupational disease prevention and control,the occupational health surveillance institutions should strengthen the institutional capacity building,improve publicity and education of occupational health,and promote the joint law enforcement mechanism with health supervision departments,to ensure the normative development of occupational health surveillance in Shenzhen City.
