摘要
文章详细分析了经济自立灌排区管理模式的机构组成和运作方式，并与现行管理方式进行了全面比较，提出实施的策略及应重视的问题。
In this paper,the organization composition and operation mode of Self-financial Irrigation and Drainage District (SIDD) are analysed in detail,and SIDD is compared generally with correct management mode,the policy and problems in administration are presented.
