摘要
部队卫生资源配置中一定程度存在着重平时轻战时、重后方轻前方、重治轻防的现象,部队卫生工作步履维艰。本文利用系统基模分析造成这一现象的原因,并提出建立"一体化"卫勤体制,做到机构管理一体化,人员使用一体化,平时战时一体化,"前方""后方"一体化,保障能力一体化。
The phenomenon existing to a certain extent in the allocation of health resources, that is paying more attention on peacetime than wartime, attaching more importance to rear area than frontline, and put more em- phasis on clinical treatment than prevention, which made military health work difficult. The article analyzed the causes of the problem by system archetype, and put forward a proposal of "integration" to integrate agency manage- ment, personnel utilization, wartime and peacetime, "frontline" and "rear", and support capability
