摘要
在我国,市场开始形成对科技资源的自配置机制,但政府仍居主导作用。我国科技资源因配置不当造成的总量失衡、结构失衡和质量失衡等问题突显,如何使科技资源配置实现最优是急需解决的重要问题。在借鉴美国科技资源共享机制、德国人力资源开发配置及日本科技体制改革的经验之上,本文提出利用市场与计划二元机制的非凸组合,并辅以制度与文化等第三配置模式,从市场化配置、资源共享、仪器协作及科技投入体系等方面进行改革和完善,以实现科技资源节约、高效和创新配置的优化目标。
In China, the market begins to form the allocation mechanism of science and technology resources, while the government is still the leading role. Due to improper configuration imbalances of science and technology, there are plenty of problems on the amount of resources, structural imbalances and highlight quality imbalance. Based on the experience of American science and technology resources sharing mechanisms, German configuration of human resource development and Japanese science and technology system reform, in order to realize the resource saving, high efficiency and innovation of science and technology allocation optimization goal, we use the non - convex combination background of the market and plan, supplemented by system and culture mode.
