Firstly, the article introduced the definition of＂ZCC＂, principle, target, technical process, creation method was also depth discussed, then, bold innovation practice was carried out by taking the Changsha ＂zero-carbon county＂ as an example. To regulate the earth ecosystem carbon cycle, create a ＂zero-carbon＂ development pattern by adjusting the carbon source and carbon sink, arranging the content of greenhouse gases in the atmosphere. If this concept was completely accepted, through replicating and promoting this pattern, ＂zero-carbon state＂ and ＂zero-carbon earth＂ will hopefully come true. At that time, the earth＇s climate system can be in the best status by acquiring the initiative in climate change, eliminating the smog, and then the earth will be the optimal habitat for human survival.
