高校石油仪器设备招标采购存在的问题及对策

Problems and Solutions of Petroleum Equipment Bidding in Universities

近年来,随着高校发展迅猛,实验室建设加快,仪器设备招标采购规模逐年增加,特别是石油仪器设备的招标,由于具备一些特殊性和专业性,在招标采购过程中经常遇到以下一些问题:流标多;投诉多;建设周期太长等,这些问题长期困扰着招标采购部门,要解决这些问题,必须分析石油仪器设备的特点,分析造成招标困难的原因,从加强招标采购队伍建设;出台规范,严格审批程序;严格审控进口仪器设备程序;加强执行力,确保招标环节畅通等四方面来探讨问题的解决对策。

In recent years,with the rapid development of universities and the construction of laboratories,equipment bidding and purchasing scale increase continuously year by year,especially oil equipment bidding.Due to some particularities and specialties,in the bidding process,there are usually some problems,such as：more failures of bid; more complaints; long construction period,etc.These problems have long plagued the bidding and procurement departments.In order to solve these problems,it is essential to explore the solutions from the following four aspects：analyzing the characteristics of petroleum equipment and finding out the reasons why bids are so difficult,strengthening and building the bidding and purchasing team; introducing some norms,tightening approval procedures; strictly controling imported equipment program; and strengthening executive power to ensure the smooth flow of the bidding.
