无边界安全共同体——探智慧城市公共安全维护新路向

BOUNDARYLESS SECURITY COMMUNITY: STUDY ON A NEW PATH TO PUBLIC SECURITY OF SMART CITIES

随着我国城镇化、信息化程度愈加深化,城市治理中的各种问题与难题日益综合复杂,城市愈发追求更加低碳、环保、高效、智能、幸福的善好目标,智慧城市随即被提出,其以新一代信息技术、创新2.0为核心要素,是城市建设、发展与治理的新构态。然从安全与发展辩证统一的关系看,智慧城市的安全内嵌着结构性脆弱,这一新挑战提出了智慧城市安全维护需要新思维、新手法。本文建构了"无边界安全共同体"并将其作为智慧城市安全维护的新路向,从价值归属、发展层次、组织形态、运行过程、系统属性与治理方式六方面阐述了具体实现路径。无边界安全共同体紧扣智慧城市的核心要素与本质要求,是智慧城市建设中公共安全维护的新的有益探索。

Following the increasingly deepening of urbanization and informatization, city governance is facing more comprehensive and complex challenges in its various aspects. Low carbon, environmental friendliness, high effi ciency, intelligence, and happiness are being taken as better goals for modern cities. Therefore, Smart City is proposed and interpreted as a new configuration pattern to city development, which embraces information technology and innovation 2.0 as its core. Nevertheless, smart city, if examined from the perspective of security-development relationship, is embedded with structural vulnerability and hence demands a new way of thinking to strengthen its public security. Based on the above analyses, this paper develops an idea of 'boundaryless security community' as a new path to city public security governance, and also explicates how it can beactualized from the six aspects which include core value, developmental level, structural model, running process, system property, and governance pattern. Boundaryless security community highly accords with the core elements and inner demands of smart city and therefore can be a meaningful exploration on public security construction of smart cities.
