摘要
分析了高校以师生人数、实验时数、科研经费、设备价值等要素作为计算指标、通过设定平均面积基数和调节系数从而核定用房面积、实施用房调配以及推行有偿使用的公共用房管理模式及其主要特点,指出了这种被广泛采用的公共用房管理模式在管理的政策依据、用房的管理要素、面积的核算方法、资源的调节机制等方面存在的问题与不足,提出要通过资源配置由有到用的理念转变、面积核算由合到分的方法重构、调节机制由静到动的建立完善和管理职能由点到体的范围拓展等方法措施对高校公共用房的管理模式进行改革优化,从而增强高校公共用房的管理效果并不断提升高校房产资源的使用效益。
The current widely-used management model of public housing is based on the a series of calculation indexes,such as staff and student numbers,experiment hours,scientific research funds,equipment values,etc. Through setting cardinal average area and adjustment coefficients,housing area evaluation,housing allocation and housing compensateduse system are implemented. An analysis on this management model and its characteristics have been made,and it points out problems and deficiencies,specifically,in the policy basis,management factors,area accounting methods,resource regulation mechanism, etc. It proposes that the reform and optimization of university public housing management could be realized through the concept shift in resources allocation,area accounting methods reconstruction,regulation mechanism construction and perfection and management functions systematization. It requires to ensure the management effect of the university public housing and maximize the service efficiency of the university housing resources.
