高校仪器设备调剂报废管理工作的探讨

高校仪器设备调剂与报废管理是仪器设备管理内容的最后一个环节,也是确保国有资产发挥最大经济效益并且不流失的重要手段。高校仪器设备报废主要是由于自然淘汰、技术更新、论证不严导致闲置过久、使用不当和管理不善等原因。本文结合仪器设备调剂、报废工作的实践和体会,研究分析了在报废管理工作当中存在的问题及原因,探讨了报废工作的规范化操作流程,提出在处理报废固定资产过程中应更多地引入监督机制。此外,文章还论述了对仪器设备调剂、报废管理工作的认识和思考,探讨了加强报废处置管理工作的相应对策,并就报废物资如何回收处理提出了具体化、多样化的新思路。

The management of redistribution and discarding is the last step of instrument and equipment management contents and also an important means to ensure the maximum economic benefit and no loss of state-owned assets. The discarding of university instrument and equipment is primarily due to natural elimination,technology updates,not rigorous argument,misuse and mismanagement and some other reasons. Combining with authors＇ working practice and experience of instrument and equipment＇s redistribution and discarding,this paper researches and analyzes the problems and their causes existing in the discarding management of instrument and equipment. This paper also discusses the standard operation process of discarding and puts forwards that more supervision mechanism should be introduced to the process of disposal of fixed assets. In addition,we expound the understanding and thinking of the management of redistribution and discarding of instrument and equipment and discuss the corresponding countermeasures for the better management,and put forward the specific and various new ideas about how to recycle and dispose the scrapped equipment.
