金融服务家庭农场发展遇到的障碍及对策研究——基于江苏省镇江市的实践

The Obstacles and Countermeasures Study of the Financial Support for Family Farm

2013年中央1号文件提出要创新农业生产经营体系,大力发展家庭农场等新型农业经营主体。人民银行镇江市中心支行联合地方政府多部门共同推进金融服务家庭农场工作,有效促进了家庭农场加快发展,较好满足了家庭农场融资需求。但在家庭农场发展呈现融资大额化、期限长期化、金融服务需求多元化的新形势下,现行的机制体制和政策法规尚不能完全满足家庭农场金融服务需求,需要在政策扶持、农村金融改革创新、外部政策环境等方面进一步健全和完善。

In 2013 , The central government proposed to innovatethe agricultural production and operation system, and develop the new type of agricultural management main body, such as the the family farm. Zhenjiang central sub-branch of the People’s Bank of China works in partnership with the local government to promote ifnancial services for family farm, effectively promoted the family farm to speed up the development, better meet the demand of the family farm ifnancing. But the existing system and the mechanism of policies and regulations can not fully meet the demand of the family farm ifnancial services, we need to further improve and perfect the external policy environment, the rural ifnancial reform and innovation.
