海洋经济职务犯罪预警机制构建探析

An Analysis on Warning Mechanism for Marine Economic Crimes

党的十八大报告中明确将发展海洋经济作为国家战略和新的经济增长点。为保障海洋经济的发展,检察机关服务海洋经济健康发展,应立足以预防犯罪为先导,构建高效的海洋经济职务犯罪预警机制。本文从检察机关构建海洋经济职务犯罪预警机制的必要性出发,围绕海洋经济职务犯罪预警机制的内涵和原则,提出对海洋经济职务犯罪要进行全方位的介入预防,建立事前预警指标体系、事中预警信息系统、事后责任追究制度,从根本上遏制职务犯罪的产生。

The development the marine economy has become the new economic growth point and the national strategy since the 18th Party Congress of Communist Party of China（CPC）. Based on the prevention of crime, the people＇s procuratorate should set up an effective early warning system of duty crime relating to the marine economy in order to protect the development of the marine economy. The paper analyzes the necessity of constructing an effective early warning system of duty crime relating to the marine economy, the connotation and the principle of the early warning system. Then, in order to prevent duty crime fundamentally, the paper proposes to take the full-scale measures to prevent duty crime relating to the marine economy, ：and construct the forewarning index system, early warning information system and the system for determining accountability.
